g. DESCRIPTION: Per the Reporting Party: A call was received from an anonymous citizen reporting that there is a "white foamy substance" coming from a storm drain and going into the San Diego Bay. The anonymous citizen provided no further information. A San Diego Harbor Police boat patrol unit responded to the scene and confirmed the substance was there but could not confirm what it was. No odor to the substance was mentioned. The release appeared to still be coming from the storm drain at a slow rate. No clean up or mitigation efforts have been taken. The officer mentioned it could be something from a construction area.
