Orignal Description:Per the Reporting Party: A break was discovered today in a 16 inch force pipe located under ground connecting a pump station to a gravity system that has broke due to unknown reason. The material is releasing into a marsh area. The release is still occurring at a rate at 1.5 million gallons a day. Access to the location of the break is difficult due to it being in a marsh area. A contractor (Conquest Construction) will be responding to the area with an excavator at first light tomorrow morning to access the break in the pipe. Crews will then attempt to divert the flow to a storage area and work on repairs. Reporting party advised that shutting off the flow to the force pipe will cause a spill to occur in a different area. No impacts to wildlife have been observed. The plan for clean up is to use a pump to recover the released sewage, return it the treatment plant and recover has much of the material as possible. The release is approximately 1,600 feet south of the bank of the Sacramento River / Suisun Bay. There is a single line rail road track (elevated on dirt) located approximately 40 feet south of the release area. The are no roadway closures. Reporting party says this will not impact the rail road track or any roadways. The release appears to be heading the direction of the river, but reporting party needs to investigate further. The spill is on Military Ocean Terminal Concord property. Reporting party has been in contact with one of their officers and has permission to conduct repair / clean up operations on their property. Samples will also be taken of the river water. Reporting Party will call back with updates as the situation progresses. | ||||||

Per the reporting party: At 0934 hours, the sewage flow had been stopped and diverted to a storage basin where the material will flow until the end of the work day. This material will be returned back to the system. The caller states that temporary repairs will be attempted which will allow them to install a bypass. This would provide more time for permanent repairs to be made to the force main. Samples of the water are being taken downstream of the incident location to determine if additional bodies have been affected by this release. These results will likely not be determined until 12/4/2024. NOTE: The caller reported that there is a potential that flow will resume at the end of the work day if temporary repairs and the bypass are unsuccessful. | |
