Per the NRC report: The caller is reporting a potential release of an unknown oil from an outboard motor on a sailing vessel that sunk in Estero Bay. The caller states that there was a breach in the keel of the vessel.

Remedial actions: US Coast Guard and Morro Bay Harbor Patrol have buoys surrounding the vessel and are monitoring it.
