DESCRIPTION: During a facility upgrade a temporary bypass line ruptured causing the release, material flowed onto asphalt, vegetation and went into a dry soil creek bed (San Luis Obispo Creek), the material pooled right next to the water and has not been impacted the creek, RP and contractor are handling the containment and clean up.
