Orignal Description:Power failure resulted in flaring which is causing the release, material is combusting and flowing directly into the atmosphere, RP is handling containment and no clean up required.
Update(s): 05/05/2017 07:40:06 AM - NRC Report received: REMEDIAL ACTIONS INITIATED THE EMERGENCY RESPONSE PLAN AND ATTEMPTING TO RETURN POWER.

; 05/05/2017 08:50:08 AM - Called to update amount released , Public Alerts, and Road closures: A Preliminary amount of 9,403 lbs of material has released, City of Benicia did a precautionary evacuation of the industrial park area at 0745 hrs of an unknown amount of people, they also issued a shelter in place at Roberts Temple and Mathew Turner Elementary School, City of Benicia has shut down E 2nd St near the refinery, CHP has closed NB Bayshore, Industrial Ave, N & S Lake Herman Exits of Highway 680, these road closures are expected to open in near future.
; 05/05/2017 05:47:26 PM - RP states: SO2 quantity is approximately 11,800 lbs at the time of this report. The refinery is still flaring with no estimated stop time. Crews are still on site working to restore normal operations.

***Correction *** The amount of SO2/ SULFUR DIOXIDE was released on 05/05/17 (1747 hours) was 12,207 lbs
