DESCRIPTION: Per the reporting party, on 07/30/2024 between 0500 and 0600 in the morning, a concerned citizen has noticed an unknown sludge leaking from a garbage truck which is spread out over a large parking lot and into a storm drain. Garbage sludge from a garbage bin is being leaked from an unknown garbage company's garbage truck. This is an ongoing problem which occurs every Tuesday morning. There is no clean-up. The reporting party suspects that Tri-Cities Disposal and Recycling Services Inc. is responsible for the release. This could be impacting the community, and the storm drain leads to Monterey Bay. The property management company who manages the affected apartment complex is Interim Inc. They have closed-circuit television (CCT) video footage of the incident.
