Orignal Description:Per reporting party, while on patrol, reporting party smelled oil and upon closer inspection observed a rainbow sheen in the Channel Island Harbor measuring approximately 100ft x 200ft. The source of the sheen could not be located.

Per NRC Report, "Caller reported an unknown sheen from an unknown source in the channel island harbor. Caller stated the sheen is a rainbow color emitting an oil odor."
