DESCRIPTION: Per the Reporting Party : The bumper on a semi truck came loose due to a mechanical failure causing it to puncture the driver side saddle fuel tank releasing the material onto the asphalt of the roadway and some ran into a nearby storm drain. It is unknown where the storm drain leads. The release as been stopped. The Richmond Fire Department and a Hazardous Material Crew are on scene. There were no reported fires or injuries. Freeway Service Patrol is on scene deploying absorbents and Cal Trans has been requested to respond to assist. The #2 and #3 lane of the off ramp are temporarily blocked.
