Orignal Description:On 12/22/2021, the reporting party was notified of a potential release of crude oil emanating from pipeline #0919. The transfer pipeline extends from Platform Eva to the Fort Apache Onshore Separation Facility. As a precaution, the pipeline was shut in and an Oil Spill Response Organization (OSRO) notified. Since that time, a unified command was assembled consisting of OSRO, California Department of Forestry and Fire Protection (CAL FIRE), U.S. Coast Guard (USCG), California State Lands Commission (SLC), and the California Department of Fish & Wildlife's (CDFW) Office of Spill Prevention and Response (OSPR). Earlier this morning, a coordinated effort to locate the source of the release was put into operation. The plan included pushing seawater through the line to evacuate the remaining oil in the line. Safety measures were put in place prior to commencement of the operation to include aerial observation and on-site vessels (booms and skimmers). During the operation, a helicopter crew observed a sheen on the surface of the ocean and the pumping was stopped. The sheen was immediately contained within a boom and a cleanup operation initiated. Release is not stopped and not contained with waterways impacted (Pacific Ocean). Booms have been deployed and recovery will start today. Caller states this is possibly related to a pipeline incident. ///THIS IS AN UPDATE TO REPORT #1325800/// CALLER IS REPORTING A NEW SHEEN WAS DISCOVERED ON THE WATER SURFACE BY A HELICOPTER OVERFLIGHT. CALLER STATES THAT IT IS RAINBOW/SILVERY IN COLOR AND MEASURES 250 YARDS LONG BY 2 YARDS WIDE. THIS IS BELIEVED TO BE CAUSED BY A NEW RELEASE FROM THE PIPELINE DUE TO AN UNKNOWN CAUSE, WHICH IS CURRENTLY UNDER INVESTIGATION. RESOURCES ALREADY ON-SCENE FOR THE PREVIOUS INCIDENT HAVE DEPLOYED BOOM. PREVIOUS REPORT #1325800: 48 HOUR PHMSA UPDATE: TOTAL AMOUNT RELEASED WAS 25 GALLONS.
