Orignal Description:Per reporting party: BNSF Railroad is stuffing open containers with the Acetyl Anhydride chemical with sand and then burn it causing the vapor into the atmosphere; the particles are corrosive. This reacts violently when it reaches water. This is happening next to a children's water park. The sand in the vapor lingers and travels. Per reporting party, this is going into the 3318 California Hotel thru the fire control system and into the rooms causing medical issues such as bronchial symptoms, abdominal cramping, nausea and headaches This is an ongoing issue. Caller has pictures if needed.

SITUATION UPDATE:
Per the NRC Report: "Caller reports an unknown amount of acetic anhydride has been released to the atmosphere. The material is coming from a trains locomotive. The cause of the release is inappropriate depositing of the material. The incident address is next to the railroad switch yard, it runs from the Hwy 99 Bridge and the Oak St Bridge. Caller states they are having respiratory issues due to this release." Remedial Actions: "None"
