Per reporting party, an initial notification was received at 0915 hours. Upon arriving at the incident location, it was observed water coming out of a manhole and flowing down the alleyway between Olive St and Orange Grove Ave on Kenneth St into a nearby storm drain. Upon arrival, the release rate was approximately 25 gallons per minute, and it was stopped at 0955 hours. The reporting party conducted the cleanup process by rinsing the affected area with bleach and water.
