Per NRC Report: The caller stated that they discovered a drum that was dumped under a transmission tower at the location. Because of this incident there is a high voc emission coming from the drum. The caller stated that they are viewing this as a potential release due to the fact that a visible release is not present. The material that is within the container is unknown to the caller. Remedial Actions: The caller stated local authorities have responded and health and safety personnel are in route to access the situation.
