g. DESCRIPTION: Per the Reporting Party: An underground 2 or 3 inch metal flow line (buried approximately 3 feet underground) developed a leak due to unknown cause. The material released up into a soil vegetation area, ran across a sidewalk and into the gutter. Oil on top of the brine water was stopped in the gutter area using booms by Signal Hill Petroleum Crew on site; they are also deploying absorbents. Some of the brine water (less than 42 gallons) made it into the storm drain. The storm drain leads to Hamilton Bowl (a catch basin). The release has been stopped. There are no roadway closure. The pipe that leaked is an oil well flow line traveling from an oil well to a production facility where the product is broken into water and oil. Patriot Environmental (contractor) will be handling clean up. The Fire Department and Police Department are also on scene. There are no injuries or evacuations associated with this incident.

Per the NRC Report: "Caller is reporting there was a flow line that developed a leak due to unknown causes. This caused a discharge of brine water and crude oil onto the ground and into a storm drain."
