Orignal Description:Reporting party states 10 gallons of non hazardous latex spilled due to an operator error. The spill got into the storm drain impacting the Los Angeles River Basin. The release has been stopped and contained. A contractor is conducting the clean up by vacuuming the non hazardous latex out of the water.
Update(s): 05/26/2023 06:15:41 PM - A very low VOC capable acrylic resin spill occurred at the listed rail terminal. The incident occurred during a bulk liquid transfer from a single tank railcar to an above ground storage tank. An estimated 20,000 gallons of Acronal PLUS 4670 (acrylic resin) was on board the tank car at the time of the release. The cause of the release was due to operator error of the liquid transfer system. Although the amount of the release was unknown, it is believed to be relatively small in comparison to the total amount of product being carried by the car. The chemical was released onto the grounds of the facility and into a nearby storm drain. The drain leads to the Los Angeles River approximately 0.5 miles to the east of the incident location. No fires, injuries or exposures occurred and no personnel evacuations were necessary. An inspection of the outflow at Tweedy Street and Atlantic Avenue was conducted. First responders reported that the release impacted the Los Angeles River Basin (vicinity of outflow/ drainage system). On-site personnel deployed booms around the sheen, containing the release. An environmental specialist has since responded to the site and a cleanup is in progress. Terminal personnel successfully transferred the remainder of the product from the tank car and into a facility storage tank without further incident. The facility remained in operation during this event. An investigation is ongoing.
