DESCRIPTION: Per the reporting party: A tractor trailer was making a left-hand turn when a passenger vehicle collided with the tractor's saddle tank causing approximately 30-40 gallons of diesel to release onto the asphalt and onto the concrete gutters. A small amount of absorbents were applied however there remains a significant amount of material still left unattended. Both northbound and southbound travel on Elm Ave. has been shut down.
