g. DESCRIPTION: Per reporting party: There is ribbons of an unknown oil that goes out miles into the ocean. It is a black and red tone color. It is very foggy and can't see how far or where its coming from. There is a scent of petroleum the air. Caller is at the beach and can see it is starting to washing up on the beach. No tarballs.
