Orignal Description:Per the NRC report: CALLER IS REPORTING AN UNKNOWN SHEEN IN THE WATER NEAR THEIR VESSEL IN THE PACIFIC OCEAN. | ||||||

INCIDENT LOCATION County: ORANGE City: HUNTINGTON BEACH State: CA Distance from City: 4.5 NAUTICAL MILE Direction from City: W Latitude: 33° 38' 17" N Longitude: 118° 05' 12" W PACIFIC OCEAN / SOUTHERN CALIFORNIA 6389 NOAA/NESDIS MSPR ISSUED A POSSIBLE OIL ANOMALY WAS OBSERVED IN SATELLITE IMAGERY. THIS ANOMALY IS UNCONFIRMED AS OIL. REPORT DATE: 10-02-2021 REPORT TIME: 0815 UTC REGION: PACIFIC SUB REGION: CALIFORNIA AREA/BLOCK: SOUTHERN CALIFORNIA 6389 IMAGE DATE: 10-02-2021 IMAGE TIME: 0158 UTC DATA SOURCE: SENTINEL1A MODE: INTERFEROMETRIC WIDE (IW) VV RESOLUTION: 20 METER LOCATION: 33°38'17" N/118°05'12" W AREA: 3.04 SQUARE KILOMETERS CONFIDENCE: HIGH REMARKS: POSSIBLE OIL WAS OBSERVED IN SATELLITE IMAGERY. THIS ANOMALY IS UNCONFIRMED AS OIL. THE ANOMALY WAS CENTERED APPROXIMATELY 4.5 NMI W OF HUNTINGTON BEACH, CA IN THE COASTAL PACIFIC OCEAN, AND MEASURED APPROXIMATELY 2.8 NMI IN LENGTH AND UP TO 0.7 NMI IN WIDTH. THE ANOMALY WAS DARK AGAINST ITS BACKGROUND WITH SHARP EDGES. WINDS AT THE TIME OF THE IMAGE WERE FROM THE WNW AT AROUND 5 KTS. THE ANOMALY WAS CO-LOCATED AND LIKELY ASSOCIATED WITH NRC REPORT #1318437, WHICH WAS A REPORT OF A SHEEN OF UNKNOWN TYPE OR ORIGIN. THE IMAGE TIME WAS APPROXIMATELY 45 MINUTES AFTER THE TIME OF THE NRC REPORT. UNCERTAINTIES: THE ANOMALY EXTENDED TO AND POSSIBLY BEYOND THE EDGE OF THE IMAGE. ALTHOUGH THERE WERE NUMEROUS VESSELS WITHIN IMMEDIATE PROXIMITY TO THE ANOMALY, NONE WERE CLEARLY ASSOCIATED WITH THE ANOMALY. THESE FACTORS PREVENTED THE POSSIBLE IDENTIFICATION OF A POINT SOURCE. STILL, THE NRC REPORT ALLOWS FOR HIGH CONFIDENCE THAT THIS WAS OIL. ; 10/03/2021 01:30:54 AM - Situation Update: Per OES Fire Chief Salvate: Pipeline P00547 Incident. Unified command has been established to respond to the oil spill, Entities include Beta Offshore, USCG, DFW / OSPR, City of Long Beach, Newport Beach, Huntington Beach, and the Orange County Sheriff’s Department, The Coast Guard and Huntington Beach Police Department have dispatched aircraft to access the situation. DFW /OSPR is monitoring for oiled wildlife. If anyone encounters oiled wildlife, do not approach. Call the Oiled Wildlife Care Network at 1-877-823-6926. Members of the public are asked to avoid any oiled areas. Trained spill response contractors are working to clean up oil. Public volunteers are not needed and could hinder response efforts. We request that members of the public stay away from the area. Multiple reports have been received on the incident: 10/02 0855 hrs 21-5446 / NRC 1318463, 10/02 0917 hrs 21-5447 / NRC 1318462, 10/02 1036 hrs 21-5450 / NRC 1318471, Los Angeles and Orange County jurisdictions, the cause is believed to be a leaking 16" pipeline running from the shore to Platform Elly (33 38.976 N 118 06.540 W) in the pacific ocean, the pipeline has been shut down, there is approximately 3,500 barrels of crude oil in the pipeline that may have released into the waterway, it is unknown exactly how much oil has released at this time, the material is drifting towards the newport beach area and is expected to make landfall saturday evening, a contractor is enroute to repair the damaged line, an overflight is scheduled for sunday morning to survey and access the situation. NRC report received: As of 2330 hrs 10/02/21, A possible oil anomaly was observed in satellite imagery by NOAA, Location is 33°35'44" N/117°56'18" W, The anomaly is in the pacific ocean just off the coast of newport beach, and measured 9 miles in length and up to 1 mile in width, the winds were from the nw at 8 mph. ; 10/03/2021 02:30:50 PM - AN ADDITIONAL NRC HAS BEEN REPORT BY USCG. NRC # 1318540. PER NRC REPORT, " THE CALLER REPORTS A POTENTIAL MAJOR POLLUTION INCIDENT ASSOCIATED WITH OIL PLATFORMS ELLY AND ELLEN IN NEWPORT BEACH. THE RELEASE IS DUE TO A CRACK IN THE LINE BETWEEN THE 2 PLATFORMS. THE CALLER STATES CRUDE OIL HAS RELEASE, BUT COULD NOT QUANTIFY AN AMOUNT AT THIS TIME.
