Orignal Description:Per the reporting party, on 11/24/2024 at approximately 0700 in the morning, an unknown amount of soot was released from the vessel Chrysanthemum at the Marathon Terminal. The soot was described as inert gas soot. During cargo operations, smoke was observed from boiler number 1 of the vessel. The soot impacted the water at the listed location. The vessel is owned by V-Ships UK Limited. Personnel from the vessel performed the clean-up by deploying an absorbent boom. Otherwise, the soot was reported to have dissipated into the water. It is unknown what time the release was stopped. The vessel was an oil tanker 243.97 meters in length, and its weight was 57,281 tons. Per the NRC Report, the caller is reporting a release of soot into Long Beach Harbor from boiler #1 on a tanker vessel. The cause of the release is unknown at this time. The caller states the crew observed smoke from the boiler. It is unknown if the water supply is contaminated. Per additional NRC Report #1417251: "Caller reports an known amount of soot has been released to Long Beach Harbor back channel. The material came from a vessel. The cause of the release is there was excess soot build-up in vessel equipment. Caller states this is a follow up report to one previously made by the vessel, NRC report number 1417246." Remedial Actions: "Boom Applied, the vessel has secured their overboard release." Release Secured: "Yes" ADDITIONAL INFORMATION: "Caller states there was no sheen present. The measurement provided is for the area the soot covered. It was grayish black in color. The soot was contained with boom that was placed out for the vessel before the release occurred. The company deploys boom every time a vessel is moored at their berth. Caller states they will notify CALOES. Caller states they were notified of the incident at about 1445-1455 by Harbor Patrol. The original report was filed at about 0700 this morning 24NOV24.
