DESCRIPTION: Per reporting party: during a routine storm water inspection with City of San Diego at a concrete facility, a leak was found from a pipe that leads from a water detention basin to the sewer inlet. The release was leaking directly into sewer inlet. The reporting party covered and filled with the pipe with concrete to stop the leak; the release is unrecoverable.
