DESCRIPTION: Per the Reporting Party: An operator on Oil Platform Emmy (platform is in service) advised the Reporting Party that he observed (without use of binoculars or any other vision enhancement) a teal colored sheen (sheen unknown distance from platform) that appears to be a light weight fuel (such as diesel). It is unknown what the source of the sheen is. Reporting Party stated on the marine tracker he noticed 2 vessels in the vicinity. The operator stated the source was not the platform (Sheen was moving from off shore towards platform location).
